3,511 Uninhabitable Houses in Klungkung, Most in Nusa Penida
As many as 3,511 Uninhabitable Houses (Rutilahu) are still occupied by residents of Klungkung Regency. Gradually, the Department of Public Works, Spatial Planning, Housing and Settlement Areas (PUPRPKP) of Klungkung will carry out renovations and rehabilitations. This year, 54 units are targeted from the Regional Budget (APBD) and 200 units from the State Budget (APBN) through the 2026 Self-Help Housing Stimulus Assistance (BSPS).
“These 3,511 are still raw data as of the end of 2025. There will certainly be changes if re-surveyed this year,” said the Head of Housing and Settlement Areas Division of the Klungkung PUPRPKP Department, I Wayan Sukrawija, to detikBali on Monday (13/4/2026).
Further explaining the data, Sukrawija stated that out of a total of 60,794 housing units in four sub-districts, 57,283 units are declared habitable. Thus, percentage-wise, the number of Rutilahu in Klungkung is 5.78%.
He also detailed that the highest number of Rutilahu is found in Nusa Penida sub-district, with 1,024 units. In second place is Dawan sub-district with 985 units, followed by Klungkung sub-district with 779 units and Banjarangkan with 723 units.
“This data is not yet 100% because some villages have not yet submitted their data,” he added.
Meanwhile, the progress of house renovations and rehabilitations from the BSPS programme of the Ministry of Public Works and Housing is said to be in the data collection stage. From a total of 200 Rutilahu units to be rehabilitated, the budget obtained is Rp 4 billion. Meanwhile, for house renovations and rehabilitations of Rutilahu from the APBD, it is budgeted at around Rp 1.4 billion.
“For BSPS this year, it will be carried out in two sub-districts, namely Dawan and Banjarangkan sub-districts. Whereas those from the APBD are spread across four sub-districts,” Sukrawija explained.
The Head of the Klungkung PUPRPKP Department, I Made Jati Laksana, explained that his side continues to strive to eradicate RTLH amid limited budgets. He hopes that there will continue to be annual budget increases to reduce the number of RTLH.
“Every year we also continue to propose to the central government. Fortunately this year, only two sub-districts received it,” said Jati Laksana.
