Access to subsidised housing for informal workers is entering a new phase. The Public Housing Savings Management Agency (BP Tapera) has partnered with PT GoTo Gojek Tokopedia Tbk to open an application pathway for the Sejahtera Housing Financing Liquidity Facility (FLPP) mortgage scheme for Gojek driver partners.

Deputy Commissioner for Fund Utilisation at BP Tapera, Sid Herdi Kusuma, stated that the collaboration is part of a strategy to broaden the distribution of FLPP mortgages to the informal sector. “This year we have received a quota allocation of 350,000 FLPP units. In accordance with our agreements with the distributing banks, we require a minimum of 15 per cent of this quota to be channelled to informal workers, including Gojek driver partners,” Sid said in Jakarta on Friday (3/7). He noted that informal workers often face challenges in accessing housing finance due to irregular income patterns. However, BP Tapera emphasised that no specific quota is exclusively reserved for Gojek drivers.

Through this partnership, BP Tapera and Gojek will conduct socialisation and education regarding the FLPP mortgage via the partner application, joint activities, publications, and educational campaigns. Eligible driver partners can apply for a subsidised mortgage with a zero per cent down payment scheme. Prospective beneficiaries must still undergo a verification process, with requirements including being a first-time homeowner, meeting the criteria for low-income communities (MBR), being aged between 21 and 45, and having good performance indicators.

GoTo’s Head of Public Affairs, Dyan Shinto Nugroho, said the programme prioritises top-performing drivers, referred to as ‘champion partners’. “These champion partners are determined not only by their tenure but more importantly by their performance consistency,” he explained. Currently, 125 driver partners are ready to proceed to the credit agreement stage, while more than 3,000 others are still in the queue for SLIK checks and administrative processing. To ensure smooth repayments, the scheme will utilise a direct debit instruction (DDI) mechanism for automatic monthly instalment payments.

As of 2 July 2026, BP Tapera has realised 93,339 FLPP units with a total financing value of Rp 11.6 trillion. The largest beneficiary group remains private sector employees, accounting for 61,126 units or 65.49 per cent, followed by entrepreneurs with 15,890 units (17.02 per cent), civil servants with 7,643 units (8.19 per cent), and military/police personnel with 1,394 units (1.49 per cent). The inclusion of ojol drivers in the subsidised mortgage scheme signals a shift towards the informal sector, though the long queue highlights the challenge of ensuring workers with flexible incomes can pass financing eligibility checks and maintain sustainable repayments.
