3,000 Civil Servants Suspected of Manipulating Attendance, Brebes Regency Government Pursues Legal Action
Jakarta, VIVA – The Secretary of Brebes Regency, Tahroni, has assured that the handling of the scandal involving alleged cheating in civil servant (ASN) attendance practices within the Brebes Regency Government in Central Java is being carried out systematically, transparently, and in accordance with applicable regulations.
It is known that Brebes Regent Paramitha Widya Kusuma announced findings of around 3,000 ASN suspected of manipulating attendance using an illegal application within the Brebes Regency Government.
It is suspected that users paid around Rp250,000 per year to access the service, and this practice has been ongoing since 2024. Meanwhile, users of the illegal attendance system were mostly found among health workers, several officials, and teachers.
“On the orders of the Regent, the handling of this case is being carried out in a structured, accountable manner, and in accordance with regulations,” said Tahroni in his statement, quoted on Wednesday, 6 May 2026.
According to him, they have divided several steps in addressing this illegal attendance scandal, including the Brebes Regency Regional Inspectorate as the Internal Government Supervisory Apparatus (APIP) leading a comprehensive examination of the case in accordance with the authority stipulated in laws and regulations and Government Regulation Number 94 of 2021 on Civil Servant Discipline.
“The Regional Personnel and Human Resources Development Agency is implementing disciplinary enforcement. The Communication, Informatics, and Statistics Agency is supporting the technical forensic audit of the attendance system,” he explained.
Furthermore, Tahroni said that they have also taken legal steps regarding this case by reporting it to the Brebes Police Resort for the parties creating and distributing the illegal application.
“The Regency Government supports the investigation and does not obstruct the deepening of any parties indicated to have violated the law,” Tahroni emphasised.
In addition, Tahroni stressed that the handling of the illegal attendance scandal is also being carried out in parallel across four targets, namely law enforcement against parties creating and distributing unofficial applications.
Then, ASN disciplinary examinations in accordance with PP 94/2021 with the Inspectorate leading the Examination Team, audits of regional financial losses by the Inspectorate as the basis for repaying employee performance allowances (TPP), as well as reforms to the attendance system and improvements in governance oversight.
“Repayment of TPP is carried out based on the results of the Inspectorate’s audit. Disciplinary sanctions are imposed proportionally based on evidence, with examinations conducted equally for all implicated employees, without exception,” said Tahroni.
