27 Regional Development Banks Achieve IDR 3 Trillion Capital Target Through KUB Synergy

Jakarta, CNBC Indonesia – CNBC Indonesia is holding the Regional Bank Summit 2026 with the theme “Strategic Transformation of Regional Development Banks in Driving National Development”. This strategic discussion forum will bring together regulators, leaders of Regional Development Banks (BPD), and stakeholders to discuss the institutional transformation of BPDs in support of national development and the economy.

Dian Ediana Rae, Chief Executive of Banking Supervision and concurrently Member of the Board of Commissioners at the Financial Services Authority (OJK), provided an update on the implementation of the BPD Development Programme.

There are several distinctive features in the BPD development process set out in the 2024–2027 BPD Strengthening Roadmap, which aims to improve the resilience of BPDs and drive regional economic growth amid global economic challenges.

The performance of BPDs is considered reasonably good, despite ongoing development in areas such as IT and digital services, human resource competency enhancement, and capital strengthening. Of the 27 BPDs, all have met the Rp 3 trillion capital requirement, achieved in part through the Bank Business Group (KUB) synergy concept.

The development of BPDs remains closely tied to regional budgets, given that BPD business is closely linked to government programmes currently undergoing budget efficiency measures. The OJK also continues to encourage the strengthening of KUB BPD synergy so that successful parent BPDs can help support the success of member BPDs.

Regarding the spin-off of BPD Islamic Business Units, this may be carried out once the capital requirement of Rp 50 trillion in assets, or at least 50% of the parent bank’s assets, has been met.
