264 Post-Disaster Recovery Packages Prepared for Binjai City
The Binjai City Government in North Sumatra is accelerating the procurement and implementation of 264 post-disaster recovery activity packages. The acceleration is intended to ensure that the additional Regional Transfer (TKD) funds of Rp 146.72 billion quickly deliver improvements to infrastructure, educational facilities, river normalisation, and basic services needed by the community.
As of 27 August 2026, the financial realisation of Binjai City’s additional TKD funds had only reached Rp 821.54 million, or approximately 0.56 percent of the total budget. This situation indicates the need for acceleration from the planning, procurement, contract signing, and field implementation stages.
Of the 264 planned packages, 113 packages remain in the planning stage and 122 packages are in the tender process. In addition, two packages use direct procurement, 25 packages are being handled through e-purchasing, and two packages have been realised.
In the education sector, recovery is directed at 21 primary schools, comprising 12 lightly damaged schools and nine moderately damaged schools. The handling also covers two lower secondary schools that suffered light damage.
All of this work has been included in work packages funded through the additional TKD for the 2026 fiscal year.
Recovery also covers three rivers requiring rehabilitation, namely the Bingai River, the Mencirim River, and the Bangkatan River. Handling of the Bingai and Mencirim rivers will be submitted to the Ministry of Public Works through the River Basin Agency in accordance with its authority, while the Bangkatan River has been accommodated through the additional TKD.
For the housing sector, 22 permanent housing units under an in-situ scheme have been included in the Additional Budget programme of the National Disaster Management Agency (BNPB). The budget is already available in the BNPB DIPA, but implementation remains in the planning stage.
Deputy Head of the National Post for the Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR), Air Vice Marshal Ridha Hermawan, said most priority sectors have received budget support. However, coordination and implementation need to be accelerated so that the budget can immediately benefit the community.
“Post-disaster handling in Binjai City has generally received funding support, particularly for educational facilities, river normalisation, and in-situ permanent housing. However, acceleration of coordination and oversight across ministries and agencies as well as the Binjai City Government needs to be strengthened so that activities that already have budgets can be implemented immediately,” Ridha said in a written statement on Saturday (29/8/2026).
On the other hand, seven of the eight affected places of worship still have not received budget support. One Buddhist temple has been included in the Ministry of Religious Affairs’ Additional Budget programme, while funding for five lightly damaged places of worship and two moderately damaged places of worship is still being pursued.
The community economic recovery programme has also been running through woven craft technique training attended by 50 participants with support from the Ministry of Creative Economy. Meanwhile, the handling of a bridge in Tanah Merah Urban Village, South Binjai District, which has been cut off since 2024, has been accommodated through the BNPB grant programme.
“Acceleration of the procurement process, implementation of activities, and strengthening of cross-ministerial and agency coordination with the Binjai City Government is needed so that all recovery needs can be addressed according to target,” Ridha concluded.
