2027 Investment Target Raised to Rp2,322 Trillion
The government has raised its 2027 investment target to Rp2,322 trillion. This figure is higher than the 2026 target of Rp2,041.3 trillion.
Minister of Investment and Downstreaming/Head of BKPM Rosan P. Roeslani said the increase follows the 2027 economic growth target of 5.8–6.5 percent.
“Economic growth in the second quarter of 2026 was 5.29 percent, and investment contributed approximately 39 percent, usually above the 28–29 percent range,” Rosan said in a statement on Monday (17/8/2026).
Rosan observed that investment is now increasingly underpinning economic growth. In the second quarter of 2026, investment grew 6.87 percent, while household consumption grew 5.06 percent.
This means economic growth is beginning to be supported more by the expansion of production capacity, rather than merely public spending.
The Rp2,322 trillion target forms part of the Rp13,032 trillion investment requirement for 2025–2029. The value is equivalent to around 143 percent of the total investment Indonesia achieved over the past 10 years.
Rosan stressed that this figure is not government spending. Investment comes from capital expenditure by business entities, both domestic and foreign, to enlarge national economic capacity.
On the other hand, the government continues to pursue downstreaming so that investment does not stop at raw material exports. In the first half of 2026, downstreaming investment reached Rp300.1 trillion, or 29.7 percent of total national investment. This realisation grew 6.9 percent compared with the first half of 2025.
The mineral sector remained the largest contributor, with a value of Rp206.5 trillion. The breakdown comprises nickel at Rp71 trillion, bauxite at Rp53.8 trillion, copper at Rp37.4 trillion, iron and steel at Rp30.2 trillion, and silica sand at Rp5.9 trillion.
As much as 75.7 percent of downstreaming investment went outside Java, particularly to Central Sulawesi and North Maluku.
The government will next expand downstreaming to plantations, forestry, and oil and gas. Commodities such as semiconductors, bioethanol, coconut derivative products, and seaweed are also on the list to be developed.
