2027 Hajj Cost Proposed to Rise to Rp107 Million, Here's the Ministry's Reasoning

Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak has explained the government’s rationale for proposing the 1448 H/2027 Hajj Pilgrimage Cost (BPIH) at Rp107.34 million per pilgrim. The proposal represents an increase of approximately Rp19.93 million compared to the 2026 BPIH, which was set at Rp87.4 million. According to Dahnil, the proposed increase is inseparable from the rising costs of nearly all components of Hajj operations, both in Indonesia and Saudi Arabia. These include increases in avtur prices, flight costs, hotel tariffs, and Hajj services provided by the Saudi Arabian government. ‘Currently, there is an increase in avtur, then an increase in Hajj services from the Saudi Arabian government. For example, tents, hotel increases, all those variable costs have gone up from Saudi Arabia. From our side, for instance, avtur has risen, so aircraft costs automatically increase. So all cost components have experienced an increase,’ Dahnil told reporters after attending the Al Washliyah Congress at the Pondok Gede Hajj Dormitory in Jakarta. Consequently, the Ministry of Hajj and Umrah has formulated what it considers a rational calculation for Hajj costs. Nevertheless, the BPIH proposal will still be discussed with the Working Committee of Commission VIII of the Indonesian House of Representatives before it is finalised. ‘We are compiling a rational cost for Hajj. So the total BPIH is around Rp107 million. But later, this Rp107 million BPIH will be discussed together with the Working Committee in the DPR,’ he said. Dahnil stressed that although the total cost of organising the Hajj is proposed to increase, the government does not wish to burden prospective pilgrims. Therefore, the ministry is proposing a change in the financing composition between the funds paid by pilgrims (Bipih) and the benefit value managed by the Hajj Financial Management Agency (BPKH). If in the 2026 Hajj operation pilgrims bore around 61 percent of the cost and the BPKH benefit value covered around 39 percent, for 2027 the government is proposing the opposite scheme. ‘We do not want to burden the pilgrims. The global economy is currently uncertain. Therefore, we are proposing to the DPR that the composition paid by pilgrims and the benefit value be reversed. We hope Commission VIII of the DPR will approve this proposal,’ Dahnil said. Under this scheme, from the total BPIH of around Rp107 million, pilgrims are estimated to pay only around Rp42 million, or about 40 percent. Meanwhile, around Rp62 million, or 60 percent, will be covered through the benefit value of Hajj funds managed by BPKH.
