2027 Hajj Cost Proposed to Rise to Rp107 Million, Here's the Ministry's Reasoning

The Deputy Minister of Hajj and Umrah of the Republic of Indonesia, Dahnil Anzar Simanjuntak, has explained the reasons behind the government’s proposal to set the Hajj Organising Fee (BPIH) for the 1448 H/2027 season at Rp107.34 million per pilgrim. This proposed figure represents an increase of approximately Rp19.93 million compared to the 2026 BPIH, which was set at Rp87.4 million.

According to Dahnil, the proposed increase in BPIH is inseparable from the rising costs of almost all components of the Hajj implementation, both in Indonesia and Saudi Arabia. These include increases in aviation fuel prices, flight costs, hotel rates, and the Hajj services provided by the Saudi Arabian government.

“Currently, there is an increase in aviation fuel, as well as an increase in Hajj services from the Saudi Arabian government. For example, tents, hotel rates—all these variable costs in Saudi Arabia are rising. From our side, since fuel prices have risen, aircraft costs have automatically increased. Therefore, all cost components are experiencing an increase,” Dahnil told reporters after attending the Al Washliyah Muktamar at the Pondok Gede Hajj Dormitory, Jakarta, on Wednesday (8/7/2026).

Consequently, the Ministry of Hajj and Umrah has formulated a Hajj cost calculation deemed rational. Nevertheless, the proposed BPIH will still be discussed with the Working Committee (Panja) of Commission VIII of the Indonesian House of Representatives (DPR RI) before being finalised. “We are preparing a rational cost for Hajj. So the total is around Rp107 million for the BPIH. However, this Rp107 million figure will be discussed with the Panja in the DPR,” he said.

Dahnil emphasised that although the total proposed Hajj implementation cost is rising, the government does not wish to burden prospective pilgrims. Therefore, the Ministry has proposed a change in the financing composition between the amount paid by pilgrims (Bipih) and the benefit value managed by the Hajj Financial Management Agency (BPKH).

While for the 2026 Hajj implementation, pilgrims bore approximately 61 per cent of the cost and the BPKH benefit value covered about 39 per cent, for 2027, the government proposes the reverse scheme. “We do not want to burden the pilgrims. The global economy is currently uncertain. Therefore, we are submitting to the DPR that the composition of what is paid by pilgrims and the benefit value be reversed. We hope Commission VIII of the DPR approves this proposal,” said Dahnil.

Under this scheme, out of the total BPIH of approximately Rp107 million, pilgrims are expected to pay only around Rp42 million, or about 40 per cent. Meanwhile, approximately Rp62 million, or 60 per cent, will be covered through the benefit value of the Hajj funds managed by the BPKH.
