2027 Draft State Budget Posture Changes, Revenue and Spending Targets Rise by Rp9.1 Trillion
The posture of the 2027 Draft State Budget (RAPBN) has been revised following an agreement between the House of Representatives’ Budget Committee (Banggar) and the government.
Under the agreement, both state revenue and state spending have been increased by around Rp9.1 trillion compared with the initial draft in the Financial Memorandum.
“A difference of Rp9.1 trillion,” said Said Abdullah, Chair of the House Budget Committee, as he read out the provisional agreement on the 2027 RAPBN posture on Monday (7/9/2026).
Based on the meeting between Banggar, the Ministry of Finance, the National Development Planning Agency (Bappenas) and Bank Indonesia, the target for state revenue and grants rose Rp9.1 trillion from Rp3,426 trillion to Rp3,435.1 trillion.
This comprises tax revenue, which increased by Rp4 trillion from Rp2,908 trillion to Rp2,912 trillion.
In more detail, tax receipts rose Rp2 trillion to Rp2,593.4 trillion, while customs and excise receipts rose Rp2 trillion to Rp318.6 trillion.
Meanwhile, non-tax state revenue (PNBP) also increased from Rp517.4 trillion to Rp522.5 trillion, an increase of Rp5.1 trillion.
Grant revenue, on the other hand, remains unchanged at Rp0.7 trillion.
The spending posture has also been revised upwards. The Financial Memorandum had targeted state spending of Rp4,097.2 trillion; under the Budget Committee agreement this was raised to Rp4,106.3 trillion, an increase of around Rp9.1 trillion.
In detail, central government spending rose from Rp3,362.2 trillion to Rp3,371.3 trillion, an increase of Rp9.1 trillion. This increase stems from ministry/institutional spending, which was adjusted from Rp1,504.7 trillion to Rp1,513.8 trillion.
Non-ministerial spending and transfers to the regions remain unchanged, at Rp1,857.5 trillion and Rp735 trillion respectively.
Although the spending and revenue postures have been adjusted, Banggar and the government are still targeting a deficit in the 2027 RAPBN of 2.40% of gross domestic product (GDP).
