2026 Procurement Data for Ministry of Social Affairs General Secretariat Missing from Inaproc

The General Procurement Plan (RUP) data for 2026 from the Secretariat General of the Ministry of Social Affairs (Kemensos) has disappeared from Indonesia’s national procurement portal, Inaproc, on Monday afternoon, 11 May 2026. On the site, details of funding sources and procurements for the Secretariat General of the Ministry of Social Affairs are listed as zero.

Transparency International Indonesia researcher Agus Sarwono stated that the RUP 2026 data for the Secretariat General of the Ministry of Social Affairs has been missing from Inaproc since 12:53 WIB. For him, the disappearance of this data is not merely a technical glitch.

“The issue is that data for other work units can still be viewed,” he said in a written statement on Monday, 11 May 2026.

Agus suspects there may be potential withdrawal or alteration of the data. This is because the Secretariat General is the central hub for budgeting. “When the data does not appear, the public loses the main point for tracing consistency between planning, implementation, and payments,” he stated.

According to him, the disappearance of the data is a signal of potential obfuscation of procurement tracks. Moreover, the Ministry of Social Affairs is currently under spotlight regarding the procurement of shoes for the People’s School.

“When data disappears and public explanations do not align with official documents, what emerges is an indication of blurred accountability chains,” he said.

He does not want this issue to be ignored. He is concerned about the normalisation of non-transparent governance. “Where public oversight is weakened and the risk of deviations becomes increasingly difficult to detect,” he added.

Regarding this, Tempo has attempted to contact Social Affairs Minister Saifullah Yusuf. However, he has not yet responded.

Previously, based on the general procurement plan data on INAPROC, the total value of school shoe procurement for students is Rp 27.54 billion using the e-purchasing method. The shoe procurement with the same total value as above consists of two types with different package names.

Each package name is school shoes for student equipment and PDH shoes (daily uniform) for student equipment.

Saifullah provided information on the shoe procurement mechanism for People’s School students to the Corruption Eradication Commission (KPK). The KPK is asked to analyse and evaluate the procurement of a pair of shoes priced at Rp 700,000.

“We have consulted and informed them for analysis and evaluation by the KPK. Later, the KPK will convey it in due time,” he said after meeting KPK officials at the KPK Red White Building, Jakarta, on Friday, 8 May 2026.

He provided information and consulted on various matters regarding the procurement of goods and services in the Ministry of Social Affairs to the KPK. The consultation particularly concerns the procurement of goods and services in the People’s School.

The consultation was conducted because the Ministry of Social Affairs is preparing to plan the procurement of goods and services for 2026. “Thus, the 2025 evaluation becomes very important,” said Gus Ipul.

This PBNU General Secretary accepts public criticism regarding the procurement process of goods and services at Kemensos. The criticism is accepted to improve the Ministry of Social Affairs’ performance going forward. “Especially since we have been tasked with implementing President Prabowo Subianto’s strategic programme,” he said.
