2,131 Tonnes of Waste Per Day in West Java to be Converted into Electricity
PT Penjaminan Infrastruktur Indonesia (PT PII) has provided a guarantee for the Legok Nangka Regional Waste Processing and Final Disposal Site (TPPASR) project in West Java. This project marks the first waste sector Public-Private Partnership (PPP) to receive a guarantee from PT PII.
The commitment was formalised through the signing of a Cooperation Agreement between the West Java Provincial Government and PT Jabar Environmental Solution (JES), the executing business entity, on Friday (5/6) in Indramayu. Simultaneously, PT PII and PT JES signed a Guarantee Agreement, accompanied by the handover of a Regress Agreement from the West Java Provincial Government to PT PII.
The Acting President Director of PT PII, Andre Permana, stated that the Legok Nangka project is a vital step in developing sustainable waste management infrastructure in Indonesia. According to Andre, the facility will serve six regions—Bandung City, Bandung Regency, Cimahi City, West Bandung Regency, Garut Regency, and Sumedrag Regency—with a processing capacity of up to 2,131 tonnes of waste per day.
“The guarantee provided by PT PII aims to increase investment certainty and strengthen project feasibility to attract private participation, including investors and international financing institutions,” said Andre.
He added that this project represents a new milestone as the first waste sector project in PT PII’s guarantee portfolio. In addition to reducing waste accumulation, the project is expected to improve waste management service quality and create added value by converting waste into energy.
The central government is also supporting the project through the Viability Gap Fund (VGF) and Project Development Facility (PDF) from the Ministry of Finance. This support is intended to assist in project preparation, transaction assistance, and enhancing investment attractiveness.
Governor Dedi Mulyadi stated that the Legok Nangka TPPASR is expected to be a long-term solution for waste issues in West Java, particularly in the Greater Bandung area, which faces increasing waste volumes annually. “I appreciate the role of PT PII in providing a government guarantee for this project, as it serves as a strong foundation to ensure the project proceeds according to commitment,” said Dedi.
Utilising waste-to-energy technology, the Legok Nangka TPPASR is targeted to reduce waste volume by up to 85% and generate 40.79 megawatts (MW) of electricity. Beyond reducing the burden on landfill sites, the project is also expected to contribute to the reduction of greenhouse gas emissions and the improvement of environmental quality.
