19 People Arrested by KPK in ATR/BPN Case

The Corruption Eradication Commission’s (KPK) sting operation related to alleged corruption at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has revealed the breadth of those implicated. A total of 19 people were secured from the Greater Jakarta (Jabodetabek) area, ranging from land agency officials to private parties and drivers.

Acting Director of Investigation at the KPK, Achmad Taufik Husein, said all of those individuals were secured on Monday, 14 September 2026, before being taken to the KPK’s Merah Putih building for questioning.

“From this chain of events caught in the act, the KPK team secured a total of 19 people from the Jabodetabek area on Monday, 14 September 2026,” Achmad said at a press conference in Jakarta on Tuesday (15/9).

Of the 19 people secured, in addition to officials within the ATR/BPN, there were a number of individuals from the private sector. The KPK also secured a lawyer, a retired land agency employee, and a person working as a driver.

From the land agency sphere, the KPK secured the Head of the Land Rights Determination and Registration Section at the Bogor I Regency Land Office, the Head of the Control and Dispute Handling Section at the Bogor I Regency Land Office, and the personal secretary of the Director General of Land and Spatial Control and Order at ATR/BPN.

A retiree from the Sidoarjo Regency Land Office, described as an assistant at the Bogor I Regency Land Office, was also secured.

This composition shows that the KPK’s sting operation did not only target those within the government structure. Several parties outside the bureaucracy were also questioned because they are suspected of playing a role in the sequence of events under investigation.

Two people who work as drivers were also among the 19 secured. One is a driver, while the other is recorded as the chauffeur of the Head of the Bogor I Regency Land Office.

In addition, the KPK secured a number of private individuals said to be trusted confidants of ATR/BPN Minister Nusron Wahid. They are Arif Sugiyanto, Erwin, Fahd El Fouz, and Muhammad Fakhry.

All 19 of these individuals were then questioned further by KPK investigators to unravel each of their roles in the alleged bribery, other receivables, and gratification case within the ATR/BPN. Arif’s position lies within the chain of fund collection from a number of land service matters. The money collected is suspected not to have stopped in Arif’s hands.
