184,000 PBI JKN Recipients Transferred to Civil Servant and State-Owned Enterprise Employee Segment

Jakarta – Indonesia’s Social Minister Saifullah Yusuf, known as Gus Ipul, presented the latest developments on the reactivation and transition of Health Insurance Premium Assistance (PBI JKN) programme participants who had previously been deactivated.

Of the total 11 million participants who had been inactive, more than 869,000 have been reactivated through various schemes.

“From the 11 million that were inactive, a total of 869,000 have been reactivated through various schemes,” Gus Ipul said after attending a National Single Data for Social and Economic Affairs (DTSEN) socialisation event at the Husni Hamid Hall at the Karawang District Government Complex in West Java, on Friday (27 February 2026).

He detailed that 132,507 participants reactivated back into the PBI JKN segment. Subsequently, 405,965 participants transferred their financing to regional government through the PBPU/BP Pemda scheme.

Additionally, 184,357 participants transferred to the civil servant or municipal/state-owned enterprise (BUMD/BUMN) segment.

“Because their status is that of civil servants or BUMN/BUMD employees. So there is still quite a significant number here, which serves as an indication that previously the programme was not entirely well-targeted,” Gus Ipul said.

Further, according to Gus Ipul, 88 participants transferred their financing to private companies where they work. Meanwhile, 147,046 participants chose to move to the independent segment.

“In fact, 6,993 participants moved up to class 2 and 2,990 participants moved up to class 1,” Gus Ipul explained.

He emphasised that of the total 11 million participants deactivated, the majority were indeed correctly targeted, but some others still require data improvement. Therefore, the government opened a reactivation mechanism for those who genuinely require assistance.

Gus Ipul also announced that he had signed the list of PBI recipients valid for the coming month, noting that PBI participants outside deciles 1-5 would remain participants for the next three months. During this period, the government will conduct public socialisation.

“We recommend that those who are able should move to the independent segment, but for those who are unable we will reactivate them through PBI JKN,” he asserted.

Additionally, approximately 106,000 participants suffering from chronic and catastrophic illnesses were automatically reactivated and can now use PBI healthcare facilities.

Gus Ipul added that the ground verification process will continue by matching assets owned for updating DTSEN records.

“Field testing will continue to be conducted and will be measured by BPS, so consistency will be maintained,” he concluded.
