170 Land Plots in Ngawi, East Java, Secure HPL Certainty from Land Bank Agency
A total of 170 plots of land in Dampit Village, Bringin District, Ngawi Regency, East Java, have secured certainty regarding their utilisation under the Management Rights (HPL) of the Land Bank Agency.
The Acting Head of the Land Bank Agency, Hakiki Sudrajante, stated that in addition to community use, the programme also includes support for the provision of public facilities (fasum) and social facilities (fasos).
“Through the Land Utilisation Agreement, the community obtains a legal basis to utilise the land in accordance with applicable regulations,” Hakiki said in a statement on Monday, 28 September 2026.
“This certainty is expected to provide a sense of security for the community to manage the land in an orderly and productive manner,” he added.
Hakiki noted that certainty in land utilisation is a vital component in ensuring that land provides tangible benefits to the community.
“Through synergy with the Ngawi Regency Government and the Ngawi Regency Land Office, we continue to encourage land utilised by the community to provide economic value, support environmental management, and improve community welfare,” said Hakiki.
For the Land Bank Agency, providing legal certainty is equally important in ensuring that the land can be utilised orderly, productively, and in a way that adds value to the lives of the people.
This sentiment was shared by the Head of the Ngawi Regency Land Office, Eksam Sodak. According to him, certainty in land use can serve as a foundation for the community to develop economic activities.
“We certainly hope that through this activity, it can serve as a basis for business capital and improve the economic standard of living for the surrounding community,” he said.
The signing of the Land Utilisation Agreement is the result of synergy between the Land Bank Agency, the Ngawi Regency Government, and the Ngawi Regency Land Office. This collaboration is a crucial part of ensuring that land utilisation under the Land Bank Agency’s HPL is conducted orderly and in accordance with applicable regulations.
Beyond merely providing certainty in land use, the Agrarian Reform programme in Ngawi is expected to create opportunities for the community to build better lives. Productively utilised land can serve as a place for residence, a space for business, and an asset that can be preserved and passed down to future generations.
For Kariem, one of the Agrarian Reform subjects on the Land Bank Agency’s HPL in Dampit Village, land use certainty is more than just an administrative matter. After waiting for many years, he now has new hope to maintain and utilise the land that has been a part of his life, which he can even pass on to his children and grandchildren.
