17 Key Points of the New P2SK Bill: DPR to Evaluate BI and Regulate Danantara Debt Securities

The Working Committee (Panja) responsible for discussing the Bill to amend the Financial Sector Development and Strengthening Law (UU P2SK) has completed the drafting of the new legislation, which aims to revise Law Number 4 of 2023.

During a working meeting with the Minister of Finance, Purbaya Yudhi Sadewa, and the Minister of Law, Supratman Andi Agtas, before Commission XI of the House of Representatives (DPR), the Chairman of the P2SK Bill Working Committee, Mohammad Hekal, read out the primary materials and regulations contained within the Bill.

“There are 17 key points of material and regulation within the P2SK amendment Bill that have been agreed upon during the working committee discussions,” Hekal stated in the Commission XI Meeting Room, Jakarta, on Wednesday (3/6/2026).

Before detailing the 17 points, Hekral noted that the drafting and synchronisation teams have formulated the new law to consist of 2 Roman numerals and 10 amendment figures, totalling 145 articles overall. These articles are the result of a thorough review of 1,212 items from the Government’s List of Inventory of Problems (DIM), comprising 805 items in the main body and 407 items in the explanations, including several emerging topics discussed during the committee sessions.

Hekal stated that from the total 1,212 DIM, 485 items remain in the main body and 224 in the explanations. There are 167 editorial changes in the main body and 79 in the explanations, as well as 31 substantive changes in the main body and 11 in the explanations. Additionally, 76 substantive additions were made to the main body and 60 to the explanations, while 46 items were deleted from the main body and 33 from the explanations.

Following the review of the DIM and in-depth analysis of emerging issues, the committee agreed upon the following 17 key regulatory points in the P2SK Amendment Bill:

  2. Institutional framework of the OJK (Financial Services Authority)

  3. Institutional framework of Bank Indonesia (BI)

  4. Performance evaluation of LPS, OJK, and Bank Indonesia by the DPR

  5. Expansion of scope for conventional and Sharia banking businesses

  6. Demutualisation of the Stock Exchange in the Capital Market

  7. Margin transfers in financial market transactions

  8. Danantara debt securities

  9. Insurance and Sharia insurance companies in resolution processes

  10. Mandatory traffic accident insurance funds

  11. Mineral and strategic commodity exchange

  12. Crypto assets

  13. Task force for the prevention and handling of online loans and online gambling

  14. Indonesia as an international financial centre

  15. Handling of bad debts for MSMEs

  16. Investigation and inquiry within the financial services sector, including restorative justice mechanisms

  17. Banks under recovery processes
