164,000 Students with Disabilities Gain Access to Education Through School Revitalisation Programme
The Ministry of Elementary and Secondary Education (Kemendikdasmen) is accelerating the provision of inclusive education for more than 160,000 children with special needs through the Best Results Quick Programme (PHTC) for educational unit revitalisation. The commitment was marked by the signing of a memorandum of understanding for the 2026 revitalisation of special schools (SLB) and the inauguration of schools revitalised in 2025, centred at SLB Tunas Bakti in Bantul Regency, Yogyakarta Special Region.
Minister of Elementary and Secondary Education Abdul Mu’ti stated that the programme targets the revitalisation of 71,744 educational units across Indonesia by 2026, with 114 SLB serving 164,294 students with disabilities included in the priority scheme. “Education services for SLB and inclusive schools are our commitment to fulfilling the mandate of Article 5 Paragraph (2) of the National Education System Law,” he said in Yogyakarta on Wednesday. He emphasised that these children are referred to as “differently abled,” possessing extraordinary potential that must be facilitated meaningfully.
At SLB Tunas Bakti, the intervention includes the complete rehabilitation of six classrooms, the construction of a culinary skills room, the provision of Interactive Flat Panels, and the refurbishment of outdoor activity areas to create a safe, disability-friendly, and hygienic learning environment. The school’s head, Amrih Handayani, expressed gratitude, noting the revitalisation marks a turning point that boosts the spirit of both teachers and students.
Ketua Komisi IV DPR RI, Siti Hediati Soeharto, praised the programme as a long-term investment to create an independent and competitive generation, while also voicing local aspirations for an increased revitalisation quota in Yogyakarta. In the province, the 2025 programme revitalised 46 educational units with a total aid value of Rp71.3 billion. Nationally, as of July 2026, the programme has reached 1,609 educational units with a total aid value of Rp2.02 trillion, covering community learning centres, special schools, and vocational secondary schools.
