157 Companies in West Java Face Holiday Allowance Complaints
The Head of the West Java Department of Manpower and Transmigration, I Gusti Agung Kim Fajar Wiyati Oka, stated that as of Sunday, 15 March 2026, 157 companies in West Java were reported by 194 complainants regarding issues with the payment of Tunjangan Hari Raya (THR, religious holiday allowance). The complaints were filed through the poskothr.kemnaker.go.id portal.
The complaints include companies that have failed to pay THR entirely, those that have paid the allowance incompletely in violation of regulations, and those that have made late payments of the holiday allowance.
Kim Agung stated that labour inspectors would subsequently conduct inspections at each company to verify the complaints. If violations are found, the companies will receive an inspection notice as a warning for non-compliance with THR payment regulations.
The warning issued is Notice 1, which requires companies to pay workers’ THR within a seven-day period. If payment is still not made, companies will receive Notice 2, providing an additional seven-day extension to fulfil the THR payment obligation.
“If after Notice 2 is issued, THR is still not paid, then a recommendation will be issued and submitted to the regional head (governor/mayor/regent) to be given administrative sanctions in the form of fines or restrictions on business activities,” said Kim Agung, as quoted from the West Java Public Relations press release on Tuesday, 17 March 2026.
Separately, the Chairman of KSPSI West Java, Roy Jinto, stated that to date his organisation has not received complaints from members regarding the payment of the holiday allowance. “From SPSI members there have been no reports of non-payment of THR, but we do not know about those outside our membership,” he said when contacted by Tempo on Tuesday, 17 March 2026.
Roy stated that member reports on THR payments received are in accordance with THR regulations. “THR payments vary—some are one month’s wages, some are above that according to their employment agreements,” he said.
The Department of Manpower and Transmigration opened a THR complaint desk from 14 March 2026 and closed it on 27 March 2026.
