149 West Java Water Resources Agency Civil Servants Involved in Online Gambling, Highest in Provincial Government
Thousands of civil servants (ASN) within the West Java Provincial Government are implicated in online gambling practices. According to data from the Regional Personnel Agency (BKD), the total number of employees caught up in the activity reaches 2,663, with cumulative transaction values estimated at Rp14 billion.
Among the thousands of employees, the West Java Water Resources Agency (Dinas SDA) is one of the institutions with the highest number of involvement. A total of 149 civil servants at the agency are suspected of playing online gambling.
Head of the West Java Water Resources Agency, Dikky Achmad Sidik, admitted he was shocked upon receiving the report. He detailed that of the 149 individuals, 21 hold civil servant (PNS) status, while the remainder are Government Employees with Work Agreements (PPPK), particularly the part-time category.
“I was quite shocked to hear it — 149 people, with 21 PNS and the rest PPPK, where the majority are part-time PPPK,” said Dikky when contacted on Tuesday (21/7/2026).
In response to these findings, Dikky immediately gathered his entire staff for a special assembly. He stressed that involvement in online gambling constitutes a serious disciplinary violation that threatens employees’ careers.
Strict sanctions are being prepared with reference to Government Regulation Number 94 of 2021 on Civil Servant Discipline. Meanwhile, for employees with PPPK status, the threat of contract termination is a real consequence.
“Because there is automatically an agreement, if it is considered, the agreement could be terminated. That is what I conveyed during the assembly,” he affirmed.
Although personal identities have not been publicly disclosed, Dikky noted that employees have begun to feel the psychological impact. Many of them have experienced panic and difficulty sleeping due to fears of losing their jobs.
Based on further examination by direct supervisors within the Water Resources Agency, various admissions have emerged from employees. Some claimed they did not gamble themselves, but rather that their bank accounts were borrowed by family members.
There is also a pattern in which employees only acted as intermediaries, helping to send other people’s money to gambling sites in exchange for commissions. This pattern is suspected to have significantly inflated the transaction values.
In general, the employees’ involvement began out of curiosity due to exposure to online advertisements. Game algorithms that provide early wins ultimately left them trapped in addiction.
The West Java Provincial Government is now continuing its investigation to ensure that coaching measures and disciplinary enforcement proceed in accordance with applicable regulations.
