13 Service Units Remain in Office During WFH Implementation in Manggarai Barat Regency
The Manggarai Barat Regency Government has begun implementing a work-from-home (WFH) policy for civil servants (ASN) in the area. However, not all ASN are carrying out WFH. Several officials and ASN in 13 service units continue to report to the office.
One such unit is the population services unit at the Civil Registry and Population Office (Disdukcapil). Observations at the Disdukcapil office in Manggarai Barat on Friday (10/4/2026) showed that several ASN were still serving the public for population administration (Adminduk) matters as usual.
Meanwhile, other regional device organisation (OPD) offices appeared quiet during working hours. The ASN in those OPDs did not come to the office as they were undertaking WFH.
The Regional Secretary (Sekda) of Manggarai Barat, Fransiskus Sales Sodo, explained that the implementation of WFH in the area is regulated by the Regent’s Circular (SE) on the Transformation of ASN Work Culture in the Manggarai Barat Regency Government Scope, dated 9 April 2026. That SE also regulates the officials and service units exempted from WFH.
“Yes, the implementation of WFH refers to the Regent’s SE,” said Fransiskus on Friday.
According to the SE, officials who continue to work from the office include high-level leadership positions of the pratama category. They consist of echelon 2 officials serving as heads of OPDs and agencies. Furthermore, administrator positions (echelon III) such as heads of divisions, heads of sections, sub-district heads, and village heads/sub-district heads also continue to report to the office.
As for the service units where staff continue to work from the office, they include: the emergency services and disaster preparedness unit at the Regional Disaster Management Agency (BPBD); the public tranquillity, order, and protection services unit at the Civil Service Police Unit; the transportation services unit at the Transportation Office.
Next, the population services unit at the Civil Registry and Population Office; the licensing services unit at the Investment and One-Stop Integrated Licensing Office, Public Service Mall; the regional finance services unit at the Regional Finance and Assets Agency; the regional revenue services unit at the Regional Revenue Agency.
Furthermore, the health services unit at the Health Office, namely Komodo General Hospital and Primary Health Centre (UPT Puskesmas) and other health services. The cleanliness and waste management services unit at the Environment and Land Office; the waste management services unit at the Public Works, Spatial Planning, Public Housing, and Settlement Area Office; the education services unit at the Education, Youth, and Sports Office, namely early childhood education/kindergarten, primary school, junior secondary school/equivalent units; and service units in regional devices that carry out regional retribution collection tasks.
