13 'Luxury Cluster' Houses at Cibinong Prison Unregistered in State Asset System
The Director General of Corrections at the Ministry of Immigration and Correctional Services, Mashudi, stated that there are 16 units of official residences within the Class IIA Cibinong Prison, 13 of which are not recorded in the State Property Management and Accounting Information System (SIMAK BMN).
Mashudi disclosed this during a hearing with Commission XIII of the House of Representatives (DPR) on Monday (28/09/2026). He noted that further investigations are being conducted regarding the 13 houses.
“Regarding the 13 official residence buildings located on the banks of the Ciliwasting River that are not yet recorded in SIMAK BMN, we are currently conducting a deep dive into the administrative aspects, asset status, and usage,” said Mashudi. He added that follow-up actions will be determined in accordance with applicable regulations, emphasising that these findings are the result of a preliminary investigation.
During the same meeting, the Head of General Affairs at the Cibinong Prison, Deni, claimed to have no knowledge regarding the budget for the construction of these residences, stating he was not involved in the process. He explained that the 13 houses were completed in 2023.
Previously, the Ministry of Immigration and Correctional Services suspended five structural officials at the Cibinong Class IIA Prison. These officials include the Head of the Prison (Kalapas), the Head of Prison Security (KPLP), the Head of Guidance and Education Section (Kasibinadik), the Head of Security and Order Section (Kasikamtib), and the Head of General Affairs.
The suspension was announced by the Inspector General of the Ministry, Rudi Setiawan, following an investigation ordered by the Minister of Immigration and Correctional Services, Agus Andrianto. Rudi stated that the internal investigators are collaborating with the Directorate General of Corrections to follow up on findings previously raised by the Ombudsman.
“We have suspended five structural officials suspected of being responsible for the events discovered by the Ombudsman. Specifically, we have suspended the Kalapas, KPLP, Kasiebinadik, Kasiekamtib, and the Head of General Affairs, who is in charge of state-owned goods,” Rudi explained.
Rudi reaffirmed that the Minister has provided clear directives regarding violations, noting that strict disciplinary actions and ethical codes will be enforced against any officials found guilty of misconduct.
