103 Council Members Absent from 2026 MPR Annual Session
A total of 103 members of the People’s Consultative Assembly (MPR) were absent from the annual session held jointly with the House of Representatives (DPR) and the Regional Representatives Council (DPD) at the parliament complex in Jakarta on Friday (14/8).
Under Article 2 Paragraph (1) of the 1945 Constitution, the MPR is a high state institution whose membership consists of members of the DPR and DPD elected through general elections.
MPR Speaker Ahmad Muzani stated that out of a total of 732 MPR members, comprising 580 DPR members and 152 DPD members, the 2026 MPR annual session was attended by 629 members, leaving 103 absent.
“According to the attendance list submitted by the MPR Secretariat as of today, 629 out of 732 MPR members, consisting of DPR and DPD members, are present,” Muzani said as he opened the session on Friday morning.
Nevertheless, Muzani confirmed that the session still met the forum quota or quorum, referring to the provisions of Article 99 letter c of the MPR Rules of Procedure and Article 281 Paragraph 1 of the DPR Rules of Procedure, as well as Article 256 Paragraph 5 of the DPD Rules of Procedure.
“Therefore, by saying bismillah, the 2026 MPR Annual Session and the 2026 Joint Session of the DPR and DPD, with the agenda of the performance report of state institutions to be delivered by the President and the President’s state address in commemoration of the 81st Anniversary of the Independence of the Republic of Indonesia, we hereby open and declare open to the public,” Muzani said.
President Prabowo Subianto was also present in the MPR annual session chamber. His arrival on Friday morning was welcomed by Muzani, DPD Speaker Sultan Najamuddin, and DPR leaders.
Prior to Prabowo, Vice President Gibran Rakabuming Raka, 7th President Joko Widodo, 10th and 12th Vice President Jusuf Kalla, 11th Vice President Boediono, and cabinet ministers had already arrived.
Prabowo is scheduled to deliver two speeches today. The first is the State Address and Performance Report of State Institutions, to be delivered during the MPR Annual Session and the Joint Session of the DPR and DPD at 08:30 WIB. For the second agenda, Prabowo will deliver a state address at the DPR plenary session at 13:00 WIB.
A number of ambassadors from friendly countries, ministers of the Merah Putih Cabinet, leaders of state institutions, and other invited guests are scheduled to attend the state event. The invitation list also includes the President and Vice President, former Presidents and Vice Presidents, as well as former leaders of the MPR, DPR, and DPD.
The MPR Annual Session and the Joint Session of the DPR and DPD are part of the state agenda commemorating the 81st Anniversary of the Independence of the Republic of Indonesia. During the session, President Prabowo Subianto is scheduled to deliver the State Address along with the performance report of state institutions.
