10 Regencies/Cities with the Largest Agricultural Workforce

Agriculture remains one of the primary sources of livelihood for the Indonesian people, particularly in regions with large-scale agricultural activities.

The large number of workers in the agricultural sector provides an overview of the sector’s role in regional employment absorption. Data shows that several regencies with the largest number of agricultural workers are still concentrated on the island of Java.

Of the 10 regencies with the highest number of agricultural workers, eight are located in Java, while the other two are outside Java. The details are as follows:

Jember Emerges as the Largest Agricultural Labour Hub

Jember holds the top position, with 638,295 residents aged 15 and above working in the agricultural sector in 2025. This figure is the highest in the list of these 10 regencies/cities.

Meanwhile, in terms of food crop production, 2024 data from the BPS Jember Regency in Figures 2025 publication recorded rice production at 981,885 tonnes, maize at 456,230 tonnes, and soybeans at 3,791 tonnes.

Below Jember are Malang, with 496,676 agricultural workers, and Garut, with 433,701 workers. Other regions in the top 10 include Cianjur with 393,699 workers, Sumenep with 377,258 workers, Bojonegoro with 361,706 workers, Lamongan with 349,751 workers, Grobogan with 345,268 workers, and East Lombok with 338,511 workers.

Central Lampung and East Lombok Serve as Agricultural Labour Hubs Outside Java

Central Lampung is the region outside Java with the highest number of agricultural workers, also ranking fourth nationally with 404,122 workers.

Meanwhile, East Lombok sits in 10th position with 338,511 agricultural workers. This data indicates that the agricultural sector also serves as a major source of employment in several regions outside Java.
