The three sectors add to the six cooperation clusters already signed by the 10 governors in June 2025, including food resilience, tourism, disaster management, public order, social welfare, and electronic-based public service systems (SPBE).

Central Java Governor Ahmad Luthfi stated that at this year’s working meeting, representatives from the ten provinces reached agreements for development in their respective regions through cooperation in various determined fields.

The ten FKD-MPU members include Jakarta, Banten, West Java, East Java, the Special Region of Yogyakarta, Central Java, Lampung, Bali, West Nusa Tenggara, and East Nusa Tenggara.

“I hope that upon returning to their respective regions, colleagues will immediately discuss the implications of this working meeting’s outcomes. The output is that we can explore regions and collaborate between areas,” Luthfi said in a written statement on Tuesday (12/5/2026).

Regarding the action plan for food self-sufficiency, energy resilience, and waste processing, Ahmad Luthfi firmly stated that these three matters require collaboration not only at the district/city level but across provinces.

Moreover, the global geopolitical situation has impacted the high world oil prices. This effect is felt in Indonesia as well. The central government has endeavoured to keep fuel prices from soaring. Therefore, every region must also start collaborating and cooperating to expand the production of new renewable energy.

“The waste issue is a priority for the President through zero waste 2029. We must strive to achieve zero waste by 2028 by replicating good practices that already exist in some regions,” explained Ahmad Luthfi.

Deputy Interior Minister Bima Arya Sugiarto, in his directives, conveyed several important points related to FKD-MPU. The ten provinces in the forum contribute 62% to national economic growth.

Therefore, he wants to see how far the follow-up on the six action plans agreed upon by the ten governors in 2025. He also appreciated the proposal for new cooperation plans related to the energy and waste processing sectors.

“Energy is a shared homework; the President has directed that subsidised fuel prices remain stable until the end of this year. Also, accelerate the transformation to electric vehicles; if possible, all governors should start using electric vehicles,” he said.

Regarding food resilience, Bima Arya stated that distribution connectivity must be considered together to ensure supplies of essential staples remain stable. Therefore, inter-regional collaboration is very necessary.

Meanwhile, Executive Director of the Joint MPU Secretariat, Suhajar Diantoro, said that the cooperation of these 10 provinces continues to develop. After the six clusters agreed in 2025, this year there are additions regarding energy, waste processing, and giant sea wall.

“So after this governors’ working meeting, insyaallah in June we will follow up through meetings of related regional apparatus work units on the fields we have agreed upon, to compile action plans,” he said.

Meanwhile, from the six clusters agreed in 2025, the cluster that is clearly visible is the action plan in the tourism sector. Currently, it is still being refined for packages involving several provinces in one tourist journey.

“In October 2025, the tourism offices of the 10 provinces already met and designed that programme,” he explained.

From this year’s working meeting, 12 SOEs from the 10 provinces also met to discuss food distribution. Jakarta has also proposed a food dashboard containing food stocks and prices that have been agreed upon and will be discussed in detail and trialled this year.

“In June, we will gather these 12 food SOEs again to create a network of food SOEs for 10 provinces. In the future, there might be proposals to build a food holding company,” he said.
