The Corruption Eradication Commission (KPK) has named Tulungagung Regent Gatut Sunu Wibowo (GSW) as a suspect. The individual was named a suspect over allegations of extorting 16 heads of Organisational Devices of Regional Apparatuses (OPD) or officials.

Among the 13 people taken to Jakarta were Regent Gatut Sunu and his younger brother, who is a member of the Tulungagung Regency DPRD, Jatmiko Dwijo Saputro. “The KPK then elevated this case to the investigation stage and named 2 suspects,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at the KPK Red and White Building on Saturday (11/4).

The two suspects are Regent Gatut and his aide Dwi Yoga Ambal. Regent Gatut was immediately detained for the first 20 days.

“The KPK then carried out detention of the suspects for the first 20 days from 11-30 April 2026. The detention is carried out at the Branch State Detention Centre of the KPK Red and White Building,” Asep explained.

The KPK then explained the role of Regent Gatut’s aide who was also named a suspect. Dwi Yoga Ambal played the role of collecting quotas from the OPD heads like a debt collector.

“In the process of collecting ‘quotas’, GSW ordered YOG to continuously collect from the OPDs. For OPDs that had not given money according to the amount requested by GSW, they would be continuously pursued and treated like people who are ‘in debt’,” Asep revealed.

Asep explained that the regent’s aide would continuously collect money from the OPD heads when Regent Gatut had needs. The money that had been successfully collected was usually used by Regent Gatut for buying shoes, medical treatment, meals, and other personal needs.

“The regent’s aide actively worked to fulfil these requests by contacting and pursuing the OPD heads when GSW had needs,” Asep clarified.

  1. 16 Officials Threatened Using Resignation Letters

Then, the KPK revealed how Regent Gatut made his officials in the Tulungagung Regency Government obey and give money as requested. Regent Gatut apparently used resignation letters from positions and ASN.

“After the inauguration, GSW asked the officials to sign statements of resignation from positions and resignation from ASN if they were unable to carry out the tasks and responsibilities given,” said Asep.

He said the officials were also asked to sign statements of responsibility for budget management in their respective work units. Guntur said the resignation statements from positions and ASN were deliberately made to pressure the officials.

“The statements of resignation from positions and ASN were deliberately not dated and copies were not given to the officials. This document was then allegedly used by GSW as a means to control and ‘pressure’ the officials to be loyal and obey every order from GSW. Those who were not ‘straight’ to the Regent would be threatened with dismissal from positions or even resignation as ASN,” he stated.

  1. Extortion Target of Rp 5 Billion

Then, the KPK revealed that Regent Gatut set an extortion target of up to Rp 5 billion. However, until he was caught, Regent Gatut only managed to collect Rp 2.7 billion.

“From the total requests by GSW to the OPDs, at least Rp 5 billion, the realisation of money received by GSW was approximately Rp 2.7 billion,” Asep revealed.

Asep said at least 16 department heads in the Tulungagung Regency Government environment were asked for quota money. The amounts requested ranged from Rp 15 million to Rp 2.8 billion.

The quota money was requested by Dwi Yoga as Gatut’s aide from the department heads. Dwi Yoga was assisted by Sugeng, who is also the regent’s aide.

In addition, it was revealed that every OPD head was asked for a 50 percent quota from their apparatus’s budget. Then, Regent Gatut also apparently arranged vendors for equipment and services in the Tulungagung Regency Government.

“Quota requests were also made by GSW by adding or shifting budgets in several OPDs. For the budget additions, GSW requested quotas up to 50 percent of the budget value, even before the budget was disbursed or given to the OPD,” Asep said.

Gatut also allegedly arranged health equipment vendors at the RSUD, by assigning vendors to win. In addition, he allegedly arranged for his associates to win in the procurement of cleaning service and security providers.

From the extortion case, the KPK then secured several pieces of evidence. Among them were 4 pairs of luxury shoes and extortion proceeds of Rp 335.4 million.

“From this undercover investigation activity, the team also secured evidence in the form of documents, Electronic Evidence (BBE), several pairs of Louis Vuitton brand shoes, and cash amounting to Rp 335.4 million,” Asep stated.

Asep said the evidence of 4 pairs of shoes was of high value. The price of the 4 pairs of LV shoes reached hundreds of millions of rupiah.

“The shoes are also quite expensive after we checked, it turned out to be Rp 129 million,” Asep added.
