10,300 Part-Time PPPK Teachers in Central Java Await Central Government Regulation
As many as 10,300 part-time teachers with Government Work Agreements (PPPK) under the Central Java Education Office are currently awaiting regulatory certainty regarding their status. The provincial government plans to conduct a comprehensive restructuring and evaluation of these educators in the near future.
As of Sunday (23/8), neither the regional government, the province, nor related agencies in Central Java have received official regulations concerning the transfer of part-time PPPK teachers to the central government. This uncertainty has sparked anxiety among the tens of thousands of employees, especially following cuts to the Regional Transfer Fund (TKD) that could potentially complicate the payroll process.
Widianto, a teacher at a state junior high school in Semarang Regency, expressed hope that the planned transfer of status would be realised soon. “We, as part-time PPPK teachers, very much hope that the transfer plan will be realised immediately, even if possible to become State Civil Apparatus (ASN),” he said.
Similarly, Fitri, a part-time PPPK teacher at a state senior high school in Central Java, said that clarity on status and the payroll mechanism is crucial for the future of teachers. Given the very large number of teachers in Central Java, regulatory certainty is the foundation of their hopes.
The Head of the Central Java Education Office, Sadimin, confirmed that although news of the transfer of part-time PPPK personnel to the centre has been widely heard, his office has not yet received clear technical regulations. At present, the provincial government can only wait for official instructions from the central government.
While waiting for the regulation, the Central Java Education Office will restructure a total of 10,300 part-time PPPK teachers out of the 37,000 teachers in the province. Sadimin stressed that the restructuring process must not be carried out carelessly and must accommodate actual conditions on the ground.
“We will restructure everything, including evaluating every PPPK teacher. This will be done in conjunction with the contract extension momentum scheduled for September,” Sadimin said on Sunday (23/8).
The results of the evaluation will be the main consideration in determining the continuation of employment contracts. Teachers deemed to have good performance will be given the opportunity to continue their contracts, while those who have not met the standards will undergo further evaluation.
The central government plans to cover the salaries of PPPK teachers in all regions by 2027. Dozens of regions in Central Java are experiencing fiscal difficulties to the point of being unable to pay Government Work Agreement (PPPK) employees. Deputy Chairman of Commission II of the Indonesian House of Representatives, Bahtra Banong, revealed that the government has accommodated the aspirations of Government Work Agreement (PPPK) employees.
