10,068 Areas in Indonesia Still Lack Electricity Access, Eastern Regions Most Affected

The Ministry of Energy and Mineral Resources (ESDM) has recorded that as of 2025, there are still 10,068 locations that have not yet gained access to electricity.

Tri Winarno, the Acting Director General of Electricity at the Ministry of ESDM, explained that the majority of these areas are located in the Maluku, Papua, and Nusa Tenggara regions, accounting for 5,555 locations, or more than 55% of the total unelectrified areas.

“In 2025, there are 10,068 locations across Indonesia that have not been electrified, with the largest concentration in the Maluku, Papua, and Nusa Tenggara regions, reaching 5,555 locations or more than 55% of our total plan. This reflects the heavy geographical challenges of our archipelago and the extreme remoteness of these areas,” Tri stated during a meeting with Commission XII of the Indonesian House of Representatives (DPR RI) on Thursday.

Meanwhile, Java, which is relatively more developed, still has 1,630 locations without electricity. Kalimantan recorded 1,099 locations requiring electricity access, while Sulawesi recorded 799 locations.

Despite these challenges, the Ministry noted that the national electrification ratio continues to increase. Based on data from the first quarter of 2026, Indonesia’s electrification ratio has reached 99.83%, significantly higher than the 91.16% recorded in 2016.

“This achievement shows that electricity access for the Indonesian people is becoming more tangible and is approaching full electrification. Most provinces have achieved electrification levels above 95%, with some, such as Bali and Jakarta, having reached 100%,” he added.
