Wiranto a scapegoat

Why is poor Gen. Wiranto being made a scapegoat? He was only doing what he believed to be right in the position he was in.

Is there not just a wee bit of exaggeration going on here, because of such a worldwide preoccupation with human rights. It seems to me that Indonesians are generally the least cruel of all human races. Any violations that occurred in East Timor would have been "tenfold" higher given the same situation elsewhere in the world. So, we in fact have the Indonesian Military to thank.
