Why there is shortage of cement?

The current reports on the shortage of cement in the domestic market indicates how unstable its supply is. Even though the government has reportedly intervened in its distribution, there is no guarantee that the price of this strategic commodity will become stable.
In fact, it would not concern many people if the commodity was only a material needed for the construction of houses and buildings, and if the price of other commodities depended entirely upon the market's law of supply and demand. But, cement is classified as economically strategic and therein lies the problem. Cement is an indicator and reference prices are based on it.
The news of the shortage of cement in the market is no longer new to the public because it occurs annually.
Usually, when the commodity is in short supply, the government will adjust the local reference price according to the producers' demand.
Based on the government's study of the market, the supply is greater than the demand. Moreover, new investment in the industry is growing. So, why is there still a shortage of the product?
