Why not regulate men's dress?

A friend of mine, a Moslem always clad in jilbab, which surely doesn't get men sexually excited, told me that her way of dressing doesn't spare her from sexual harassment. While getting into a bus, for example, bus conductors sometimes try to touch her body. While walking alone and passing a group of men, she still gets shouted and whistled at, they even call her names. And still Zamroni Mahsun urges the government to formulate a dress code for women!
Blaming the woman if a man attacks her is a work of a desperado. Why don't men learn to control their sexual urges? Maybe implementing a dress code for men which rules that all men's pants be locked with a key would be the answer.
