Where are my letters?

Last year President Soeharto declared 1995 the "year of letter writing". As an avid correspondence lover I support this ideal. I have many pen pals both at home and abroad, particularly in Europe. But I have a problem with letters from my pen pals in Europe going astray. When I inquired at Medan General Post Office nobody could tell me what had happened to the letters. My friend in Germany was outraged when I told her I had not received her letter, postcards and photos.

I was also told by customer service that the post office was not responsible for the loss of letters sent by ordinary air mail. On the other hand, the post office might be able to locate letters sent by special delivery. What an embarrassing answer! Can anyone in the post office explain the matter?
