What kind of cops does RI have?

It was to my great surprise that Indonesian police officers are still continuing their same old ways, as the article written in The Jakarta Post on Monday Dec. 13, page 1, points out.

How does this help the police force improve its image? And worse still, the officer who was informed about the illegal fees (Sr. Comr. Tjiptono) naively denied that it happens. What kind of agency is that?
