Water pumps

During the dry season, water becomes increasingly scarce and many families have trouble getting water from their hand (water) pumps. They believe their neighbors' electric pumps are to blame for the lack of water, and they begin to feel animosity toward those neighbors.

Is it true that electric pumps have an impact on the water resources in the neighborhood? I think the public should know the truth. The government could inform people about the use of electric pumps in households, so that people get a better understanding of electric pumps and their impact on the surroundings.
