Unsolved pollution problem

One of my neighbors, HW, opened a home industry for the production of shrimp crackers. The positive side is that he has created employment in the economic crisis. On the other hand he has generated a negative impact. Having no land to dry the raw crackers he uses a vacant lot next to a school and close to a residential area. People complain about the smell of the shrimp crackers and the water pollution by the production of the crackers. Drying of the crackers starts at eight in the morning and lasts until noon. The school children are forced to inhale the unsavory smelly air every day. The school has sent a letter to the kelurahan (sub-district) office, telephoned them and told them of the problem. There has been no satisfactory answer.

1. Is there a legal basis for the water pollution and the air pollution caused by the drying of shrimp crackers in an area which is not owned by the producer and which disturbs the students in class?

2. Which authority should be contacted? The kelurahan office has not taken any action so far.

I appeal to the authorities to help solve the problem.
