Under present conditions it is very difficult to achieve orderly traffic. Human resources and infrastructure should be first improved before traffic problems can be properly addressed.

I often notice policemen finding drivers at fault and fining them. Policemen usually stand idly at strategic places where drivers are not allowed to stop or park their cars. They are not interested in regulating the traffic and don't do a thing. As soon as a car stops at a "S" sign because of a traffic jam, the police act quickly and ticket the driver and confiscate his license and other documents.

In my opinion, a driver does not violate the traffic regulation but is trapped in a traffic jam. Sometimes the police ask the driver to have his license returned in a secret way. In this situation the driver is willing to pay a policeman Rp 5000 to Rp 10,000 for the return of his documents. Otherwise he will have to go trial pay a much greater amount to get his documents back.
