Too many PhDs

Many Indonesians are taking PhDs in the field of human resources development. Many pursue their studies at home but most get their degree overseas.
How will these PhD holders be put to use for the sake of science and humankind? It seems that there are not enough fields here to which these graduates can apply their knowledge. Enough suitable jobs and work programs must be created to accommodate these PhD holders.
I suggest that the manpower ministry, the education and culture ministry, BPPT, LIPI, Bappenas, the Indonesian Engineers Association and other professional organizations discuss the creation of a national work program. Jobs could be created so that these PhD graduates could put their knowledge to good use.
