Telkom, please explain

On my monthly Telkom bill I find under "Group" (Segmen) Bisnis/A; that the monthly subscription fee is Rp 48,100. The official tariffs shown in every Telkom phonebook are divided in three Segmen (groups): Bisnis (which I assume means business), Residensial (which might be private houses and apartments) and Sosial (?).

Each group again shows five tariffs. Looking for Rp 48.100 I am in Segmen bisnis, Tarif II/III but I do not have or run any business; it is a private residence.

Having asked the officials at Telkom Office, Amlapura, Bali, I had to learn that all subscribers are charged under Bisnis, if they run one or not. That makes a difference of around Rp 16,000 per month.

What sense do 15 different tariffs make if we are all charged the same? I would very much appreciate if Telkom could explain this strange tariff policy.

Maybe it is time that there appear more competitors on the land-line telecommunication market, making it more difficult for Telkom to take full advantage of their monopoly.
