Stone wars on Jalan Pramuka

Every morning for the past two weeks, school children have gathered around the guard booth at the Pramuka railroad crossing in East Jakarta to await other students perched on the roof of the northbound speeding train between 6:00 a.m. and 6:45 a.m. Both groups pelt each other with pebbles and stones.
There has been no effort to stop the stone wars. Will steps be taken only after victims fall? Which authority is in charge of protecting road users, train passengers and the inhabitants along the railway?
