Serving and protecting whom?

As we have seen over the last few years, somehow the police seems to have difficulty catching those that do massive harm to the people and to the name of the Indonesia.

These bombers are getting away time after time. Only their abettors are being caught, not the main actors. The same seems to be happening with drug crimes, only the couriers ... seldom the boss. Why?

The question is: Are our police officers incompetent, understaffed or not properly equipped with the proper, sophisticated lab equipment needed to catch these devils?

It seems a little bit of each. But I do hope the new president has the will to solve the problems; even if it would take a bit of time. Maybe, first of all, reeducating the police force and adding more qualified personnel would help.

On a personal note, it seems that the police cannot even catch a small thief whose details were provided to them. For example, in my case, I reported to the police the name of the person who had stolen some of my personal items. And now, over two months later, the police have apparently found nothing.

They claim they cannot find the culprit's home, because the "thief" keeps moving from one place to another. Obviously, our country needs a change. So hopefully our new administration will be able to bring about change for the better.
