Security and prosperity

The security approach and the prosperity approach are in fact two different things. Butboth are supplements to establishing stability. To focus on either one of them alone will endanger our national resilience.

However, the security approach is absolutely essential in the days to come because economic expansion during the second long- term development plan is almost guaranteed. A friction or tension may arise when many groups would like to get their share of the results, and this may have a negative impact on the unity and integrity of the nation.

The prosperity approach, on the other hand, does not only mean economic growth. Past experience has given solid proof that continuous economic growth alone does not solve all problems. We discerned negative consequences which have to be dealt with in the second long-term development plan. Therefore the prosperity approach should be tuned in to non-economic aspects -- politics, social values, human rights, law enforcement, justice and democracy.
