Seat belt and helmet

As an Indonesian citizen, I find it very distressful that regulations are not strictly implemented. The government can mandate a law on seat belts but does nothing against motorcyclists who carry their innocent children without helmets. Do the parents have such little regard for their children, considering the danger that may be faced if an accident happens?

We are also accustomed to seeing more than two people riding on a motorbike. In most countries, this is against the law but since the extra riders are children, we in Indonesia have little or no concern about the matter.

Car passengers are somewhat protected in an accident because they are inside a car. This is not the case with motorcyclists. Nothing gives them protection in an accident except helmets. Why does the government give high priority to the use of seat belts to protect car occupants but pays little attention to the safety of motorcyclists? Especially considering that motorcycles are a common means of transportation.
