ROC is Taiwan

Thank you for publishing my letter in your newspaper on March 2, 1998. But I am afraid the title for my letter may be even more confusing than Andrew Higgins' article.

The Republic of China (ROC) is the official name for Taiwan. It is obvious that ROC and Taiwan cannot have a dialog because both names represent the same sovereign state. Therefore, I would suggest the title to be ROC-PRC dialog, Taiwan-Mainland China dialog, or Taipei-Beijing dialog.

I really appreciate that you allow me to explain the progress of cross-strait talks to your readers. I hope, however, there will be no more confusing typographic error in the title of my letter.
