Reign vs. rein

I got a good chuckle from the headline of your editorial in the May 16 edition: Reigning in the military.

The problem is, I am not sure if you were meaning to be cynical or if you just made a mistake, albeit a very clever one. According to Merriam-Webster's Collegiate Dictionary, Reign means "to possess or exercise solemn power", while Rein, which I assume you meant to use in your headline, means "to control or direct, with or as if with reins".

The obvious question, therefore, is how does one rein in a military which reigns, or has a solemn power? Unfortunately, you do not address this key issue in your editorial.
