According to the Circulation of the Directorate General of the
State Budget, university professors who are over 60 are entitled
to receive the structural allowance, a bonus given to persons in
leadership positions which is applicable for civil servants of
the first and second echelons. The Attorney General, Chiefs of
the Secretariats of Supreme/High Institutions and Chiefs of Non-
Departmental Agencies can't. And the retirement age for the
professors is set at 65 and can be prolonged to 70 as stipulated
in the Government Regulation No 32/1979.

What matters is that shall we not respect and appreciate the
services and dedication of the professors in their effort to
develop the human resources. Seen from that context, it is
obvious that the policy of the allowance withdrawal is ironic.
This is certainly not the way to practice tight money policy,
letting innocent people be victims of the new system, while many
sinners are left unpunished.
