Many scholars can give advice on how to choose a good and bonafide private university. But none can show parents the way to avoid unnecessary expenses imposed by private universities.

It has been a practice for the private universities to collect entrance fees from the students who are admitted to the universities before the results of the state examination are announced. In case a potential student passes the examination and is admitted to the state university of his/her choice, the private university will reimburse the fee already paid by the student concerned only after deducting 10 percent. This practice is a great burden to parents who are often civil servants with small salaries. They have to save years before they can send their children to a private university.

Would it be possible for the Minister of Education and Culture to introduce a decision which requires that the private universities announce the students accepted for admission only after the state universities announce their new students? This would prevent parents from losing money by being forced to cancel enrollments in the private universities.
