Private cars' voluntary emission test starts

The city administration introduced on Thursday the voluntary
emission test for private cars at 15 certified repair shops
across the capital.

"For car owners who want to check the vehicular emission,
please go to one of the 15 certified repair shops. If the
vehicular emission is good, they will receive a sticker and
certificate from the shop," says Heru Sugiarto, a Swisscontact
technical consultant, who is taking part in the project.

The car owner should pay between Rp 15,000 and Rp 30,000 for
the test, which takes only a few minutes, according to Heru.

The test is voluntary as the city is not ready, technically or
legally, to fully check the two million cars in the city.

"We need some 200 repair shops so that they can serve two
million private cars in city and we also need a bylaw to oblige
all private cars to be checked," he told The Jakarta Post on
Wednesday.

He said that there was a gubernatorial decree on emissions
testing, but it could not become a legal basis to oblige car
owners to check the vehicular emission.

It is expected that by the end of the voluntary emission test
program, which will last for one year, there should be 200
certified repair shops to perform the test.

After a year, the program will be evaluated before determining
when such tests will be made mandatory.

Eight agencies in the city administration are involved in the
issuance of certificates for the repair shops. The agencies
include the City Environmental Management Agency (BPLHD), the
City Transportation Agency, the City Revenue Agency and the City
Legal Bureau.

Emissions testing for public vehicles is mandatory but the
implementation is marred by corruption, leaving the Jakarta air
heavily polluted by bus emissions among other things.
