Postal surcharge

I recently received from the UK a padded envelope size
approximately 23cm x 13cm. It was delivered as addressed to my
office. But I was requested to sign for it and pay an additional
surcharge despite it being neither recorded nor registered.

I believe that this type of delivery is contrary to the
Indonesian Postal Agreement. May I therefore ask PT Pos and Giro
to advise why they surcharge an envelope which carries full
postal costs.

The reason for this rather than an excuse would be
appreciated.
