No-stop traffic signs

In June the East Jakarta police set up no-stopping traffic signs around Jatinegara business center. The impact is tremendous for the traders of Jatinegara market and surroundings. Their income fell drastically and the parking attendants lost their jobs.
I would like to ask the police some questions.
Why did the police not study the situation before enforcing the regulation? Why does the police not make regulations for a smooth flow of traffic and allow the Jatinegara business center to continue as it is?
Why is the no-stopping regulation applied on the sides of the business center only, and not on the opposite sides where traffic jams continue? Why does the regulation apply 24 hours while even crowded Jl. Hayam Wuruk and Jl. Gajah Mada only bars parking during peak hours?
Is there perhaps an interested party who wants to make the Jatinegara triangle like Senen, and to pressure the inhabitants of the Jatinegara triangle into selling their land at below- market prices?
