Long distance call

On July 6, 1994 I made a long distance call to Bogor, West Java, from a telecommunication service at Pasar Minggu, South Jakarta. I was very surprised when the bill was Rp 4,125 for only a 50-second call. I usually pay Rp 500 at the most at other telecommunication services. One evening I also made a call to Bogor which lasted almost three minutes, for which I was charged only Rp 1,100. Why the difference of almost 800 percent?
The operator argued that the user is charged on the basis of three minutes at the minimum, even though the call might last less than that. Even so, the difference is still exceptional. I wonder if the Telecommunications Company approves of this system and I hope the party concerned would explain the matter.
