Integrated bus stop

It appears that most facilities in Jakarta and other large Indonesian towns are placed in a haphazard manner. Just imagine, a pedestrian bridge here, a few steps farther away is a bus stop, public telephones somewhere within sight, a post box not far from the telephones, and the zebra crossing a little further away. What a mess!
Why don't they think of placing all these facilities close to each other? Or in other words building integrated facilities. They could also fix a loud speaker at bus stops especially tuned to the state radio so that waiting passengers could listen to music and news broadcasts.
Jakarta should be made an exemplary city to be copied by other provincial capitals. The cost for building such integrated facilities could be borne fully by the city administration, or in conjunction with the private sector. In return, the concerned private company could place an ad at that particular place for a certain period to be mutually agreed upon.
