I thank Mr. Ridwan Tjokroutomo for his letter GSM regulations
must be clear, published in The Jakarta Post of Dec. 30, 1999. In
response to this letter, allow us to explain that in every
process of migration, either from the prepaid service to the
postpaid service, or the other way round, our officer at the XL
Walk-In Center will explain to the subscriber concerned about
everything related to the migration process, including the
administration charges imposed. In the migration process of Mr.
Lim Sulindro Limanto that you discussed in your letter, XL has
also given its explanation to him.
In accordance with the principle of prepaid service, this
system does not use the name of the owner as the identity in the
data system of XL subscribers, but only the number of the
cellular phone. A change of owner of the number of the cellular
phone will not be monitored by this system. On the other hand, in
the postpaid service, the data system of XL subscribers will
record the identity of the subscriber and the other data about
him given when the subscriber completed the subscription
application form.
In your case, as the name mentioned in the application form is
that of Mr. Lim Sulindro Limanto, we only recognize his name as
the owner of No. 081-833-0321. Therefore, we would only contact
Mr. Lim, as the owner of the number of the cellular phone
registered in our postpaid service system.
We must also explain here what is meant by one cycle is the
movement from a prepaid service to a postpaid service and again
to the prepaid service, or the other way round. This information
is also available at the XL Walk-In Center and is conveyed to a
subscriber when he is going to execute migration.
