Governor's instructions

When I visited a friend at a housing complex for the employees of the Jakarta Administration I learned with concern that almost 90 percent of the residents ignored the governor's instruction to hoist flags on June 21, 22 and 23, to mark Jakarta's anniversary.

In fact, being civil servants of the Jakarta administration, they should have obeyed the governor's instruction. Surprisingly, the same thing occurred last year.
